Like all public schools, principals of independent public schools must abide by laws, industry agreements, and all government policies and initiatives, including, but not limited to: the Independent Public Schools initiative, launched in 2009, allows school communities to organize the ethics, priorities, and directions of their schools in a way that reflects the aspirations of their students. All independent public schools must negotiate a Supply and Performance Agreement (CCA), signed by the principal, the chair of the school committee and the executive director. This agreement defines the resources that the school will receive. the assistance provided, the programmes whose delivery is entrusted; student performance and how it is monitored; and the performance and responsibility of the school during the term of the agreement. For example, independent public schools were the first schools to recruit, select and appoint their staff instead of being staffed through a centralized recruitment process. Today, each principal can recruit, select and appoint their own staff. Independent public school leaders reported positive cultural changes in their schools, including stronger relationships with their local school communities and a better profile with increased school and community pride. The initiative has been adopted by school leaders and has had a considerable positive impact on schools and the wider system. The initiative is positive, with greater autonomy for schools that stand out for choice, energy, motivation, innovation and commitment. An independent public school is a public school that has demonstrated its ability to use its increased flexibilities and responsibilities to make local decisions in a number of schools to improve student educational outcomes. An evaluation by the University of Melbourne found the creation of a specifically Western version of autonomy, which has created the solid foundation that schools need to improve student performance.
The Independent Public Schools initiative pays tribute to the government`s pre-election commitment to strengthen school control. Since then, we have expanded and developed the initiative with other schools that meet the strict selection criteria. Today, we have 80% of public school students and teachers in 575 independent public schools across the state. An independent public school is a public/public school that, while part of the public education system, has achieved a higher level of decision-making power than a regular, non-independent public school. The term “Independent Public School” has been increasingly used by other Australian governments, such as Queensland, to characterize similar reforms to the management of their public schools.  Australian governments also use the term “Independent Public Schools”. In February 2014, Federal Education Minister Christopher Pyne announced an independent $70 million initiative to help 1500 public schools across Australia become more self-sufficient.  The Principal and President sign a Supply and Performance Agreement with the Principal that sets out the School`s expectations for performance and accountability, as well as the resources and support that will be made available to the school`s central office. . .
